What is the New England Carpenters Labor Management Program?
The Mission of the Carpenters Labor Management Program is to advance the use of union carpenters, affiliated trades, and union builders.
The Carpenters Labor Management Program is funded by contributions made by contractors for each hour worked by a member under a collective bargaining agreement. Its purpose is to provide a system for cooperation between signatory contractors and the union. Most functions fall under the categories of research, compliance or promotion, and education.
Research Department
The research staff employs full-time specialists who investigate and gather information about the industry. They look for corporations that are becoming major players in the region and find out what their practices and history are in relation to building. They look for contractors who are making a living by lowering their standards for worker treatment and building then forward it to public and private awarding authorities.
Bringing information to awarding authorities would also fall under the umbrella of compliance. When a contractor is suspected of breaching any laws related to construction - whether they be bidding laws, prevailing wage laws, workers compensation laws or tax laws, including misclassification of workers as "1099/independent contractors" - NECLMP contacts the proper enforcement agency on behalf of workers or contractors affected.
Communications Department
The annual radio and print advertising campaign is produced by the Labor Management Program with funding shared between NECLMP and NERCC. Appearances at trade shows or job fairs are funded by Labor Management as are other promotional and educational efforts.
Finally, NECLMP produces the New England Carpenter, which is mailed to every member and signatory contractor in the six states as well as a variety of others in the industry. The paper currently has a circulation of more than 28,000. Click here to read the New England Carpenter.
